What Could the Fitment Factor Be?

At present, there is no reliable basis to say that the West Bengal 7th State Pay Commission will recommend any particular fitment factor.

Factors such as 2.00, 2.25, 2.50 or 2.57 can be used only as examples to understand how a revised Basic Pay may look. They should not be treated as predictions or official recommendations.

What Has the Government Actually Confirmed?

The Government of West Bengal constituted the 7th State Pay Commission through Resolution No. 2657-F(P1) dated 22 July 2026.

The Commission has been asked to review the existing pay structure, allowances, pensionary benefits and other service-related matters.

The original resolution was partially modified through Resolution No. 2760-F(P1) dated 29 July 2026.

What Is a Fitment Factor?

A fitment factor is a multiplier that may be used while converting an existing Basic Pay into a revised Basic Pay under a new pay structure.

Revised Basic Pay = Existing Basic Pay × Fitment Factor

The actual method used by a Pay Commission can be more complex and may also involve revised pay levels, rounding, minimum pay rules or separate fixation provisions.

Will a Higher Fitment Factor Automatically Mean the Same Increase in Take-Home Salary?

Not necessarily. Basic Pay is only one part of salary. Dearness Allowance, HRA, other allowances, pension contributions, tax and deductions can all affect actual monthly take-home pay.

A new pay revision may also reset or restructure certain allowances, so comparing only the multiplication factor can give an incomplete picture.

What Is Happening Now?

The Commission is currently in its review and consultation phase. Its official portal provides the Terms of Reference, State Pay Commission Repository, questionnaire, memorandum submission facility and online data portal.

A notice inviting memoranda from organisations and individuals was published on 2 September 2026.
