What is ROPA 2019?
ROPA stands for Revision of Pay and Allowances. Under the West Bengal Services (Revision of Pay and Allowance) Rules, 2019, the State Government introduced a revised Pay Matrix for eligible employees.
The revised system replaced the earlier Pay Band and Grade Pay structure with a Pay Matrix-based system.
How the West Bengal Pay Matrix Works
Pay Level
Each post is mapped to an applicable Pay Level under the revised structure.
Basic Pay
The employee's Basic Pay is determined according to the applicable cell in the Pay Matrix.
Increment
Progression within the matrix generally moves an employee to the next applicable cell, subject to service rules.
Allowances
DA, HRA and other eligible allowances are calculated separately according to applicable orders.
ROPA 2019 Pay Fixation
Initial pay fixation in the revised pay structure is governed by the applicable ROPA 2019 rules. Actual fixation can depend on the employee's previous pay, corresponding level, applicable cell and other service-related factors.
Pay Fixation is Employee-Specific
Do not determine final pay only from a simplified online formula. Promotion, increment, option date and other service events can affect pay fixation.

Gross salary and take-home salary can vary depending on allowances, NPS or other deductions, tax and departmental recoveries.

In July 2026, the West Bengal Government constituted the 7th Pay Commission. This is a separate development from the currently implemented ROPA 2019 pay structure.
